HIPAA focuses primarily on technology and safety standards that apply to all electronic exchanges of confidential patient information through electronic medical records (EMR). Therefore, for this information to be kept safe and maintained by using HIPAA compliance support is necessary.
Section 264 of HIPAA, the Privacy Rule, regarding the health information of all protected patients (PHI) in any EMR format; electronic, written, verbal, or image. This applies to three types of covered entities and their affiliates: health care plans, information centers, and suppliers.

The first health care providers focused on electronic data exchange with the presentation of standardized electronic requests by their management systems in practice or information centers of insurance companies. Only a handful of official parties were aware of a limited amount of patient data, such as diagnosis or procedure codes.
However, due to providers beginning to use EMR electronic prescribing, and online communication of protected health information is available at several clinical and administrative staff at multiple locations around the clock. Although standards of security and confidentiality are interchangeable terms, it is the safety standard that dominates HIPAA compliance regarding EMRs.
Unfortunately, many limitations prevent full compliance with the rule of privacy, including factors such as lack of resources, administrative support and interoperability between systems, and budgetary constraints to form new employees.
